PATIENT RIGHTS AND RESPONSIBILITIES

When you apply to a healthcare institution to receive healthcare services;

YOUR RESPONSIBILITIES

Recently, in addition to patient rights, "Patient Responsibility" has emerged. The content and scope of this information are not yet fully understood. However, generally, it can be described as what a patient must fulfill and what is given to them before and after seeking healthcare. It is possible to categorize the patient's responsibilities. We can briefly list the following points:

YOUR RESPONSIBILITIES

Recently, alongside patient rights, the concept of "Patient Responsibility" has emerged. The content and scope of this concept have not yet been fully defined. However, it can generally be described as the duties and obligations a patient must fulfill before and after seeking medical attention. It is possible to categorize the patient's responsibilities. We can briefly list them as follows:

General Responsibilities
1.1. Individuals should do their best to take care of their own health and follow advice given for a healthy life.

1.2. Individuals can donate blood or organs if appropriate.

1.3. Individuals should provide self-care in simple situations.

Social Security Status
2.1. The patient is obliged to report changes in their health, social security, and personal information in a timely manner.

2.2. The patient is obliged to renew their health insurance card (such as Bağ-Kur, Green Card) on time.

Informing Healthcare Professionals
3.1. The patient must provide complete and accurate information about their complaints, previous illnesses, whether they have received any inpatient treatment, any medications they are currently using, and all information related to their health.

Compliance with Hospital Rules
4.1. The patient must comply with the rules and procedures of the healthcare facility they are applying to.

4.1. The patient must comply with the referral chain determined by the Ministry of Health and other social security institutions.

4.2. The patient is expected to cooperate with healthcare professionals throughout the treatment, care, and rehabilitation process.

4.3. If the patient is using a healthcare facility that provides services by appointment, they must adhere to the date and time of the appointment and notify the relevant place of any changes.

4.4. The patient must respect the rights of hospital staff, other patients, and visitors.

4.5. The patient is obliged to compensate for any damage caused to hospital equipment.

Compliance with Treatment-Related Recommendations
5.1. The patient should carefully listen to and understand the recommendations regarding their treatment and medications, and ask questions about anything they don't understand.

5.2. If the patient is unable to comply with the recommendations regarding their treatment, they should inform the healthcare professional.

5.3. The patient should indicate whether they understand the healthcare and post-discharge care plan correctly as expected.

5.4. The patient is responsible for the consequences arising from refusing treatment or not complying with the recommendations.

A person is born into the world with certain inherent rights simply by virtue of being human. The concept of rights is a universal concept. Briefly, a right can be defined as 'the authority granted to individuals by legal rules'.

Human rights were first recognized in England in 1215. They were formally established in the late 18th century with the American Bill of Rights and the 1789 French Universal Declaration of Human and Citizen Rights. With the establishment of the United Nations, human rights became universal. The Universal Declaration of Human Rights was published, stating that everyone is free, dignified, and equal in terms of rights.

In short, human rights can be defined as the inherent equality and freedom of all people in every respect. This freedom is balanced by the obligation to respect the rights of others and not to violate them. Various types of human rights exist. Patient rights are also among the fundamental human rights.

1) General Access to Services:

The right to access healthcare services within the framework of the principles of justice and fairness. Everyone has the right to receive services regardless of race, language, religion and sect, gender, philosophical beliefs, economic and social status.

2) Information and the Right to Request Information:

Everyone has the right to learn about all types of healthcare services and facilities available and to request any information regarding their health status, verbally or in writing.

3) The Right to Choose and Change Healthcare Facilities and Personnel:

Everyone has the right to choose and change healthcare facilities and to benefit from the healthcare services provided at their chosen facility. They also have the right to learn the identities, duties, and titles of the physicians and other healthcare professionals who will provide or are providing healthcare services, and to choose and change them.

4) Privacy:

They have the right to receive all types of healthcare services in a confidential environment.

5) Refusal, discontinuation, and consent:

They have the right to refuse treatment, request its discontinuation, and to have their consent obtained for medical interventions and to benefit from services within the framework of that consent.

6) Security:

They have the right to receive healthcare services in a safe environment.

7) Ability to fulfill religious obligations:

They have the right to fulfill their religious obligations within the limits of the healthcare facility's capabilities and the measures taken by the administration.

8) Respect for human values, dignity, and comfort:

Patients have the right to receive healthcare in a respectful, caring, and compassionate environment, with all hygienic conditions ensured and all noisy and disturbing factors eliminated.

9) Visiting and having a companion:

Patients have the right to receive visitors within the procedures and principles determined by the healthcare facility, and to have a companion, within the limits of the legislation and the facilities of the healthcare facility, and if deemed appropriate by the physician.

10) Right to appeal, complain, and sue:

Patients have the right to use all available legal avenues, complaints, and lawsuits in case of violation of their rights.
