Regarding the Publication of the Contracted Manager Performance Evaluation Directive and Contracted Manager Performance Evaluation Criteria Indicator Cards
In accordance with Articles 18 and 32 of the Decree Law No. 663 dated 11/10/2011 on the Organization and Duties of the Ministry of Health and its Affiliated Institutions, and Article 11 of the Ministry of Health Service Contract No. 2012 dated 16/10/2017, it is necessary to monitor, measure, and evaluate the activities carried out by contracted managers providing health services in the provinces during their contract period, in line with the Ministry's strategies and objectives, using measurable data-based performance indicators to assess the effectiveness and efficiency of resource utilization and service delivery.
The "Contracted Manager Performance Evaluation Directive," prepared for this purpose, entered into force with the approval of the Ministry dated 18.05.2018 and numbered E.04-362.
The "Contracted Manager Performance Evaluation Directive" has been amended and re-published with the approval of the Ministry dated July 12, 2019, and numbered 9673.
In accordance with Article 15 of the new Contracted Manager Performance Evaluation Directive, which entered into force with the approval of the Ministry dated July 12, 2019, and numbered 9673; the Contracted Manager Performance Evaluation Directive that entered into force with the approval of the Ministry dated May 18, 2018, and numbered E.04-362, has been repealed.
The performance of provincial health directors, presidents and vice-presidents, district health directors, chief physicians, deputy chief physicians, and hospital managers and deputy managers will be monitored and evaluated according to the criteria included in the annex to the Directive.
Indicator Cards containing the definition, purpose and objective, frequency of data collection and analysis, calculation formula, score, data source, responsible unit, and indicator-specific explanations of the Performance Criteria and Indicators will be prepared and submitted to the Republic of Turkey.
